| Article 10(7) of Regulation (EC) No 1831/2003 in conjunction with Article 10(1) to (4) thereof sets out specific provisions for the evaluation of products used in the Union as silage additives at the date that Regulation became applicable. | L’article 10, paragraphe 7, du règlement (CE) no 1831/2003, en liaison avec son article 10, paragraphes 1 à 4, énonce des dispositions spécifiques applicables à l’évaluation des produits utilisés dans l’Union comme additifs pour l’ensilage à la date d’entrée en application dudit règlement. |
| In accordance with Article 10(1) of Regulation (EC) No 1831/2003, a preparation of Propionibacterium acidipropionici (CNCM MA 26/4U), hereinafter ‘the preparation’, was entered in the Community Register of Feed Additives as an existing product belonging to the functional group of silage additives, for all animal species. | Conformément à l’article 10, paragraphe 1, du règlement (CE) no 1831/2003, une préparation de Propionibacterium acidipropionici (CNCM MA 26/4U), ci-après la «préparation», a été inscrite au registre communautaire des additifs pour l’alimentation animale en tant que produit appartenant au groupe fonctionnel des additifs pour l’ensilage, pour toutes les espèces animales. |
| In accordance with Article 10(2) of Regulation (EC) No 1831/2003 in conjunction with Article 7 thereof, an application was submitted for the authorisation of the preparation as a feed additive for all animal species, requesting that additive to be classified in the category ‘technological additives’ and in the functional group ‘silage additives’. | Conformément à l’article 10, paragraphe 2, du règlement (CE) no 1831/2003, en liaison avec l’article 7 du même règlement, une demande a été introduite pour l’autorisation de la préparation en tant qu’additif destiné à l’alimentation de toutes les espèces animales et pour sa classification dans la catégorie des «additifs technologiques» et dans le groupe fonctionnel des «additifs pour l’ensilage». |

| The European Food Safety Authority (the Authority) concluded in its opinion of 25 April 2012 [2]that, under the proposed conditions of use, the preparation does not have an adverse effect on animal health, human health or the environment, and that the use of the preparation has the potential to improve the aerobic stability of the treated silage. | Dans son avis du 25 avril 2012 [2], l’Autorité européenne de sécurité des aliments (ci-après l’«Autorité») a conclu que, dans les conditions d’utilisation proposées, la préparation n’avait pas d’effet néfaste sur la santé animale, la santé humaine ou l’environnement et que son utilisation pouvait renforcer la stabilité aérobie de l’ensilage traité. |
| The Authority does not consider that there is a need for specific requirements of post-market monitoring. | L’Autorité a jugé inutile de prévoir des exigences spécifiques en matière de surveillance consécutive à la mise sur le marché. |
| It also verified the report on the method of analysis of the feed additive in feed submitted by the Community Reference Laboratory set up by Regulation (EC) No 1831/2003. | Elle a également vérifié le rapport sur la méthode d’analyse de l’additif dans l’alimentation animale soumis par le laboratoire de référence de l’Union européenne désigné par le règlement (CE) no 1831/2003. |
| The assessment of the preparation shows that the conditions for authorisation, as provided for in Article 5 of Regulation (EC) No 1831/2003, are satisfied. | Il ressort de l’évaluation de cette préparation que les conditions d’autorisation fixées à l’article 5 du règlement (CE) no 1831/2003 sont remplies. |
| Accordingly, the use of the preparation should be authorised as specified in the Annex to this Regulation. | Il convient dès lors d’autoriser l’usage de cette préparation selon les modalités prévues à l’annexe du présent règlement. |
| Since safety reasons do not require the immediate application of the modifications to the conditions of authorisation, it is appropriate to allow a transitional period for interested parties to prepare themselves to meet the new requirements resulting from the authorisation. | Étant donné qu’aucun motif de sécurité n’impose l’application immédiate des modifications des conditions d’autorisation, il convient de prévoir une période transitoire pour permettre aux parties intéressées de se préparer aux nouvelles exigences qui découleront de l’autorisation. |
